In Belarus We Are Interdicted To Smoke in Hospitals
Yes there is a blanket ban on smoking in Belarus and this is in place since more than a couple of years. If and when this is enforced in its entirety, things like cheap Marlboro cigarettes or for that matter, any cheap cigarettes for sale, will be out of scene in Belarus. Yes, you heard it right. But come to Belarus; the present news of interdiction to smoking in hospitals is an additional clause to the already existing law.
Like in many other countries, Belarus is finding it difficult to make and enforce laws about "prevention of disability and rehabilitation of invalids" caused due to tobacco smoking and "ban cigarette advertising in mass media" and so on. Why is this so; is there some special reason particular to Belarus? Or is it just that the cigarette cartel working overnight to diffuse the attempts.
Let's take a concerted look at the issue. Belarusians are notorious for smoking and about 45-47% of all the adult population smokes which is a very high national figure for any country. Well, are the government coffers dependent on tax revenue from cigarette manufacturers? This is a tricky question as it is not published anywhere; however looking at some facts may indicate in an altogether different direction. So, what is that?
In keeping par with East European standards Belarus boasts of being one of the lowest labor cost country in the region despite having a considerably high standard of living. Next, Belarus is one of the countries where cheap cigarettes manufacturing and trading is amongst major activities and bread earner for considerable population.
On the other side, the local administration is determined to at least contain the rampant menace. So, take note of the presidential decree on additional measures on the part of the state to regulate production and circulation of tobacco products amongst a host of other addictive consumables to fix the licensing, producing, storing and selling of tobacco products apart from fixing quotas and excise duties. Will interdicting cheap cigarettes in Belarus affect her economy in any way? Like many East European countries which more or less encouraged manufacturing and trading of discount cigarettes Belarus was also one amongst them. Belarus appears to be making serious efforts at curbing smoking which shows in her acts like implementation of health awareness programs, participation in international non smoking campaigns and empowerment of the least expected State Tax Committee to control the menace of tobacco and alcoholic products including cheap cigarettes.
Well, Belarusians, beware! Next time you light up a cigarette in a hospital be prepared to be caught by an officer.
